Position Summary
Reporting to the Project Director, the Engineering Manager will contribute to and be responsible for all engineering aspects of railway transit and signals and communication projects. The Engineering Manager will lead a multi-discipline team of internal and external technical experts in the production and delivery of all engineering deliverables for projects in the bid, planning, design and construction phases.
Primary/Essential Responsibilities and Duties
- Manage and lead a multi-disciplinary technical team focused on the construction of railway transit and signals and communication projects.
- Manage project technical resource staffing, utilization and growth.
- Provide technical direction and coaching to senior and junior project engineering staff in the production of various project engineering deliverables in a systems engineering environment including construction work packages, field change notices, construction bulletins, supplementary work instructions, product submittals, correlation reports, verification reports, requests for information, derogations, and material takeoffs.
- Administration and oversight of design consultants (subcontractors) in the production of various engineering deliverables including electrical, building automation, civil, and gas. Lead reviews on consultant deliverables with focus on constructability and value engineering.
- Lead all technical discussion with the client and consortium partners.
- Support project management/legal with technical inputs to project change requests, directives, and claims.
- Support quality in the resolution of NCR’s and in the execution of internal / external project audits.
- Support testing and commissioning team in the production of test, procedures, plans, and supporting documents;
- Support construction team in the production of construction work plans;
- Support project controls in the development of project schedules and progress reports.
- Provide technical training for all project departments.
- Support project bids conducting technical reviews of contract documents and specifications, producing preliminary designs, completing take-offs, attending site walks and pre-bid meetings;
- Monitor, tracks and report weekly engineering progress;
- Enforce and ensure compliance to robust engineering processes & procedures;
Required Skills and Qualifications
- Bachelor’s Degree in Engineering;
- Professional Engineer License (P.Eng.);
- Knowledge of railway signals, controls, and communication;
- Minimum of fifteen (15) years’ experience in engineering & construction with at least five (5) years in railway;
- Proven leadership skills setting a clear vision and fostering an environment of collaboration and teamwork across multidiscipline project teams;
- Experience in executing/supporting large scale design-build projects in a brownfield environment;
- Deep understanding of the systems engineering process;
- Proficient in project controls principles (schedule, financial forecasts), PMP would be an asset;
- Excellent verbal and written communication skills and presentation skills.
