POSITION SUMMARY:
The Senior Engineer, Transportation provides technical leadership and oversees the planning and implementation of traffic and transportation programs, transportation planning and design projects and initiatives of the municipality. This position is also responsible for updating and implementing the Transportation Master Plan (TMP).
AUTHORITIES:
The Senior Engineer, Transportation will take any reasonable action necessary to carry out the responsibilities assigned to him/her, provided such action demonstrates sound judgement, and does not deviate from prescribed municipal policies or bylaws, or approved municipal practices and procedures.
The Senior Engineer, Transportation supervises the work of junior engineers and technologists, conducts reviews and ensures the overall quality of work and achievement of business goals and objectives in the Transportation area. The Senior Engineer, Transportation may delegate portions of his/her job responsibilities to members of the Division, but may not delegate or relinquish overall responsibility and accountability for the performance of his/her function.
  
  
The Senior Engineer, Transportation will

  • Approve expenditures of funds, up to established limits as approved in accordance with the City’s resolutions and policy directives
  • Assume responsibility for managing technical employees who report directly through this position. This position may assist the Manager with hiring, promotions, verbal and/or written performance assessments and all facets of discipline up to and including dismissal, within City guidelines and following appropriate consultation with the Manager, Director of Human Resources and/or the Chief Administrative Officer
  • Ensure that work performed meets a high standard of quality, efficiency and customer service and is performed in compliance with Worker’s Compensation Act and OHS Regulations and appropriate risk management practices
  • Assume the duties and responsibilities of the Manager of Engineering Planning and Assets when assigned or in his/her absence

.SPECIFIC ACCOUNTABILITIES

  • Lead the planning, analysis, design and implementation of sustainable transportation facilities, including: pedestrian crossing improvements; intersection safety improvements that prioritize walking, cycling and transit; transit priority measures; various cycling facilities including protected bike lanes, multi-use paths, and shared facilities; and traffic calming measures
  • Ensure the Traffic & Transportation division is effectively managed by assigning, directing and managing technologists working in the division
  • Provide senior and professional oversight for the review and coordination of street use permit applications, traffic management plans, special event planning and engineering design, analysis or reports
  • Conduct planning, technical analysis, evaluation and design of road safety, Transportation Demand Management (TDM), Transit Oriented Development (TOD) and new and emerging forms of mobility modes
  • Plan and support implementation of capital projects (planning and design) and operational improvements
  • Identify strategic opportunities to increase sustainable transportation modes
  • Participate in the annual capital and operating budget processes and prepare applications for third-party funding

PROFICIENCIES:
Education and Experience Requirements

  • Bachelor degree in Civil engineering or a related discipline supplemented by education in transportation engineering specifically in the areas of traffic and transportation design, construction and operation of transportation systems, and project management;
  • Minimum of five years of solid, progressive municipal transportation engineering design, construction and project management experience in an engineering consultant or municipal government environment.

Licenses, Certificates and Special Requirements

  • Registration as a Professional Engineer with Engineers and Geoscientists BC (EGBC) or eligible for immediate registration
  • Valid Class 5 BC Driver’s License
