With projects up to $500m, our client conducts major projects across Canada. As they continue building out their Ontario business, they seek a strong Preconstruction Manager with a proven track record.
Under the supervision of the Vice President of the Civil Operations, the Preconstruction Manager will be responsible for:
Development - Establishing a division development plan.
- Ensuring that projects are targeted according to the development plan
- Establishing priorities for targeted projects with the VP, partners, and consultants recommended for identified projects
- Organizing meetings with clients, partners, consultants, and subcontractors
- Making a Green sheet of targeting projects
- Making a quarterly report of projects in the pipeline
- Participation in relevant conferences and workshops to maintain a network of contacts and give visibility to the company.
Pre-qualification - Once a project has been identified and selected:
- Preparing the partnership agreements required for the call for qualification
- Ensuring that an adequate qualification team is assembled and supervising it
- Ensuring the qualification file is submitted with all the rigour and energy required.
Proposals - Once the business is qualified to submit an offer, the Preconstruction manager must:
- Prepare or supervise all documents required for partnership agreements and contract negotiations;
- Coordinate all activities surrounding the proposal projects, including:
- Ensuring the availability of adequate and competent staff;
- Ensuring partnerships are managed;
- Attending all partnership coordination meetings;
- Attending all client meetings.
- Make reports to senior management;
- Ensure that the business's interests are protected.
- Preparing and presenting a post-mortem of proposals made.
Project Support - Prepare the transfer files for operations, and support the project team for the time required to ensure a good transition
- Ensures that all agreements, including the contract, partnership agreements, and financing, are properly finalized.
Requirements - University Degree/Technology Diploma in Engineering, or a combination of education and industry experience
- 10+ years’ experience in the construction industry, preferably with a varied mix of experience encompassing contractor, designer, and client experience
- Previous civil construction experience specifically related to heavy civil, excavation, tunnelling, wind farm, utilities, underground works, deep shafts, ground stabilization, metro and rail work
- A proven track record of project success and team leadership;
- Good knowledge of geology and geotechnical
- Strong experience delivering large-scale projects within a partnership environment
- Strong experience with alternative delivery mode projects (Design Build, P3)
- Strong knowledge of financial management, as well as building codes and associated legislation
- Advanced skills in management, negotiation, communication, and problem-solving are required
- Good computer skills and previous experience with scheduling software
- Bilingual (an asset), but proficiency in English language with excellent communication skills (written and verbal) is required.
