Location: Mainland Europe (Netherlands / Germany / Denmark / Sweden) Department: Commercial / Civils Delivery
Travel: Rotation or long‑term assignment depending on project
  
�� Role Purpose The Senior Quantity Surveyor will lead commercial delivery for major civils & concrete packages on hyperscale data centre projects across Europe. The role oversees cost management, NEC/FIDIC contract administration, subcontract performance, change control, and commercial reporting in a high‑intensity, fast‑track environment. You’ll act as the commercial lead for civils works, supporting the Commercial Manager and guiding QS teams.
  
��️ Key Responsibilities
  • Commercial Leadership — Lead commercial delivery for civils packages including earthworks, utilities, drainage, RC foundations, external yards, and duct banks.
  • Cost Management — Own budgets, forecasting, cashflow, CVRs, and margin protection across multiple civils workstreams.
  • Contract Administration — Manage NEC/FIDIC contracts, early warnings, CE/VO assessments, and contractual correspondence.
  • Subcontract Management — Lead procurement, negotiation, contract award, and ongoing commercial performance of civils subcontractors.
  • Valuations & Payments — Oversee monthly valuations, progress assessments, and commercial reporting to senior leadership.
  • Change Control — Drive identification, pricing, justification, and tracking of variations in a fast‑changing DC environment.
  • Risk & Opportunity — Lead commercial risk reviews, mitigation strategies, and value‑engineering initiatives.
  • Stakeholder Engagement — Work closely with project managers, engineers, planners, client teams, and subcontractors to maintain commercial alignment.
  • Team Support & Mentoring — Support and mentor QS/Graduate QS team members; ensure consistent commercial standards.
  • Reporting & Governance — Maintain commercial dashboards, trackers, CVRs, and governance documentation for internal and client reporting.
  
�� Required Qualifications & Experience
  • Degree in Quantity Surveying, Commercial Management, or Construction Economics.
  • 5–10 years’ experience in civils, concrete, utilities, or infrastructure.
  • Strong experience delivering civils packages on data centres, pharma, semiconductor, or other fast‑track industrial projects.
  • Deep working knowledge of NEC3/NEC4 or FIDIC.
  • Proven track record managing civils subcontractors (earthworks, drainage, RC, utilities).
  • Strong commercial reporting, forecasting, and negotiation skills.
  • Ability to work on rotation or long‑term assignment in Europe.
  
�� Desirable Experience
  • Experience with UK/Irish civils contractors operating in Europe.
  • Exposure to hyperscale DC civils packages (formation, utilities, RC foundations, external yards).
  • Familiarity with digital measurement tools (CostX, Bluebeam, BIM‑based take‑off).
  • Understanding of European procurement rules and local subcontractor markets.
  • Experience in high‑pressure, fast‑track delivery environments.
